An answer I would expect for a question such as this would include. The three branches of government are the Legislative, the Judicial, and the Executive branch. The legislative branch creates laws, or bills. They create these laws because they feel a current law should be amended or there is a need for a new law. After the bill is passed by congress it is sent to the Supreme Court to verify that the law abides by the rules set forth by the Constitution of the United States. If the law is Constitutional is is then sent to the President of the United States to ratify the bill so that it becomes a law or to veto the bill to send it back to Congress.
